The Stockholm Education Administration
The Stockholm Education Administration (Utbildningsförvaltningen) is the executive body of the Stockholm Education Board (Utbildningsnämnden), which is responsible for upper secondary schooling, local government administered adult education, Swedish tuition for immigrants, special schools and adult education for the mentally retarded. Its area of responsibility also includes private pre-schools and independent schools. The Board is further responsible for laying down guidelines and principles, for feedback and evaluation, and for the development and support of education and pre-schooling in the City of Stockholm. The Administration employs around 5000 persons and has a budget of over SEK 4.5 billion. The City of Stockholm has around 150 comprehensive schools (grundskola) and there are 23 upper secondary schools (gymnasieskola).
The Education Administration is working to promote more flexible organisation of education based on student preferences. Students should be able to have a say in their timetable and choose the pace at which they want to study. A few schools are trying web-based tuition, with compulsory attendance alternating with computer-based work, either at home or in the school's computer room. The upper secondary school to which the student is admitted, depends on the student's choice of study programme and school. Students used to be allotted a place at the school nearest their home. Now - provided their results are good enough - they can apply to whatever school they would prefer to attend. Stockholm students are able to choose their upper secondary school over the Internet. This means better service to students and more efficient use of student counselling and vocational guidance resources. Stockholm was the first municipality in the country to offer an electronic application procedure. Just over 90% of pupils chose to apply via the Internet when the chance was offered for the first time.
Upper secondary school courses in partnership with Cisco
The Education Administration has entered into a partnership with Cisco, one of the world's biggest network companies, to offer web-based network courses at upper secondary level. One of the aims of the project is to ensure an adequate supply of persons with IT skills in the region.
Resources for students with special needs
The Education Administration has a department devoted to students with special needs. Educators, counsellors, occupational therapists, psychologists, and welfare officers work in partnership to offer students with functional disabilities the best possible study environment. Teachers and other school staff can come to the department's qualified specialists for advice and support.
Departement of development
The Education Administration has department that is devoted to school development. This department works to improve the quality of tuition through teacher competency development, links with research, commissioned courses, and experimental educational activities. This departement works in the areas of ICT, natural science, language and communication, media, vocational training, social care, and economics. Within this department for example, educators have developed new teaching materials and methods trying to promote the use of ICT, and as a result of their work, some twenty basic upper-secondary courses are freely available on the Internet.
